The Town of Whitestown, Indiana’s wastewater treatment plan underwent a comprehensive expansion in 2022. Constructed in 2015, the original plant was permitted for 1.7 MGD of treatment capacity, however, town staff raised concerns over increasing average daily flow and waste strength that was quickly approaching the permitted capacity limit. Expansion was needed to keep up with the Town's growing demand. 

Midwest town councils and utility boards are typically tasked with the responsibility of making long-term infrastructure decisions that protect the public health of their constituents, in addition to ensuring regulatory compliance and fiscal responsibility. While attention is often focused on visible assets of water and wastewater treatment plants— the tanks, pumps, buildings, and pipelines needed for daily operation—it’s often the less-visible infrastructure that requires equally deliberate planning: SCADA and control systems.

CDS Engineers was founded in 2025 by Dan Cutshaw, Nathan DeLisle, and Brian Sahm, with the goal of providing elite civil engineering services to Midwest municipalities. Located in Indianapolis, IN the owners of CDS Engineers hold a combined 75 years of civil and electrical design experience.
