The Town of Nashville’s sanitary collection and treatment system was originally constructed in the 1960s. By the early 2020s, it was starting to show. Significant Inflow & Infiltration through aged underground piping caused sanitary sewer overflows during rain events. Additionally, existing lift stations were exceeding capacity and even submerged on occasion by the North Fork of Salt Creek with heavy rains. The wastewater treatment plant’s sludge treatment system, which was located in a floodway, was highly susceptible to flooding events as well and experienced treatment limitations that primed the facility for safety and environmental compliance issues.
In 2021, the Town knew it had to take action to address the burgeoning problems. Town leaders engaged ms consultants, inc. to design a complete collection system rehabilitation and sludge improvements project, the scope of which included Cured-In-Place Pipe lining of all Town sewers, rehabilitation of manholes, replacement of two lift stations & forcemains, and a new sludge treatment process at the wastewater treatment plant. This entailed new tanks, blowers, diffusers, mechanical thickening and dewatering, process piping and electrical improvements. Additional scope included the construction and permitting of all of these facilities in the FEMA/IDNR regulated floodway.
The large scale of the scope required engineering and construction expertise to execute; our team was engaged to manage Construction Administration and Inspection services throughout the duration of said construction. Acting on behalf of the Town of Nashville, we inspected the construction job site regularly to report on progress and ensure construction was executed accurately per design plans and specs.
We also provided operational support in a unique way; Nashville’s wastewater treatment plant site flooded multiple times during construction, making the site completely inaccessible by motor vehicle. The fix? CDS Engineers and the Nashville town operator went in via jon boat and operated the plant for 12 hours until the flood receded.
